Florida Legislature: Preview of Day 37

Today is the unofficial budget day in the Legislature. Both the House and Senate will have their budgets brought to each respective full chamber for the first time, better known as second reading (first reading occurs, by rule, when the bill is officially file, numbered and published).

HouseFlorida House of Representatives

For the House HB 5001 contains the line-item appropriations and HB 5003 contains more specific implementing instructions.

The House provides the list of amendments to the budget, which will grow until the session begins at 10:30am today. Amendments to the budget must be revenue neutral – if you want to add a new line item, or increase an existing line item, the amendment must propose a cut to another line item. Some amendments merely change or add proviso language, which is a further delineation of how a line item is to be divided or used.

SenateFlorida Senate

In the Senate, SB 2800 contains the line item appropriations and SB 2802 contains more specific implementing instructions.

Like the House, the Senate publishes their amendments on their website as well. The Senate session starts at 10:00am, and amendments will be filed until and even after that deadline.
